Preheat oven to 350°F (175°C).
In a medium bowl, mix 1 cup flour, softened butter, and powdered sugar until well combined. Press the mixture into the bottom of an 8x8-inch baking dish.
Bake the crust for 15-20 minutes, or until lightly golden.
In another bowl, whisk together granulated sugar, eggs, lemon juice, lemon zest, 2 tablespoons flour, and baking powder until smooth.
Pour the lemon mixture over the baked crust and return to the oven.
Bake for an additional 20-25 minutes, or until the lemon filling is set and lightly browned.
Let the bars cool completely in the baking dish before cutting into squares.
Dust with powdered sugar before serving.
