Goi Ga (Chicken and Cabbage Salad)

In a large bowl, combine the shredded chicken, shredded cabbage, grated carrots, cilantro, mint, peanuts, and green onions.
In a small bowl, whisk together the rice vinegar, fish sauce, soy sauce, sugar, minced garlic, and sliced chili pepper (if using).
Pour the dressing over the salad and toss to combine.
Season with salt and pepper to taste.
